Fractions on a number line is an abstract concept. That's why it's so important to use manipulatives in the classroom so that students are able to make connections. This post shows how fraction bars make everything so much clearer for third graders.

Have kids fold and tear these fraction strips themselves. That way they get a hands on idea of breaking 1 whole into 2 halves and so on. I do this with my 4th graders and they love it (while learning!).
